How does your school district handle captain's practice?
NJSIAA policy is that the official coaches for regular season sports competitions cannot interact with their student team members between September 1st and June 14th, except during their sport's official regular season. Many teams use "captain's practice", team practices run by student leaders, as a preseason preparation of physical conditioning and beginner basics of footwork and rules. Usually these activities were supervised by team parents or other responsible adults. Because of the conditions of the practices they almost always disallow the use of any fencing blades or electronic equipment. Many school districts thought that because captain's practice closely resembles a regular team practice, there was a visible need for coach level supervision. They therefore now require that captain's practices must have a certified coach supervisor for the practice to take place. This is not a paid position and requires someone willing to volunteer time to become certified and babysit the team. The team still does not get permission to use scoring machines or weapons during practice. The volunteer supervisor is forbidden from being one of the official team coaches from the regular season.
In a community where it is very difficult to get an offical coach for the regular season, available candidates are few and compensation is low, where are we going to find qualified volunteers to sit and watch?
There are many different solution options. Coaches of other sports can take turns watching each other's preseason preps. Coaches of different schools can work out a team rotation solution. The policy in question only applies to using school property and facilities - using a non-school space eliminates those requirements. Any open space can offer a place to host a catain's practice. A fencing club offers the chance to use scoring equipment and weapons.
