This is mostly specific for the Santelli / Cetrulo tournament: Can we define "fencer" for the insurance company as "wearing the team uniform", NOT "wearing fencing whites"? No fencer wants to stay in his or her knickers / fencing pants any longer than necessary for fencing. Forcing tired or score keeping team members to wear fencing pants to appease the insurance company is not a workable solution. We need to define "fencer" in a way that makes sense based on what we actually do and how we actually behave as a normal course of action. Wearing the "team uniform", which only requires a school fencing team specific T-shirt and/or at the coach's discretion team specific warm-up suits, is all that is necessary for a fencer to be seen as a fencer by everyone in the venue.
